Canada Lands Company and Public Services and Procurement Canada (PSPC) are working together, along with a team of consultants, in consultation with Indigenous Peoples, landowners, and a broad range of stakeholders, to develop a comprehensive Master Plan for Confederation Heights. The Master Plan will establish a vision for the site, which is expected to transition over the next 25 years from an automobile-oriented employment hub into a mixed-use, sustainable community with a continued strong federal government employment presence.
Assisting Canada Lands and PSPC is a consulting team led by Fotenn Planning + Design from Ottawa.
About the Partners
Canada Lands Company is a self-financing federal Crown corporation that specializes in real estate development and attraction management. Its mission is to obtain the best economic and community value from former government properties and the management and operations of certain attractions such as the CN Tower and Downsview Park in Toronto, and the Montreal Science Centre and the Old Port of Montreal.
Public Services and Procurement Canada (PSPC) is responsible for managing office space for federal departments and agencies across Canada, including a significant portion of lands and buildings in Confederation Heights.
Objectives of the Master Plan
The current City of Ottawa Confederation Heights Secondary Plan is approximately 25 years old and requires an update to ensure that it meets the needs of a growing city. The goal is to turn Confederation Heights into a complete community that provides employment, amenities, connections, and housing that will appeal to a wide and diverse population.
The area’s history and context, including proximity to the Rideau River, National Capital Commission parkland, and planned public transit infrastructure, will shape the master plan and address aspects such as land uses, building heights, densities, site design, sustainability, housing, parks and open space, heritage considerations, as well as pedestrian, cycling, transit and vehicular connections and wayfinding.

Confederation Heights is a federal employment area located approximately five kilometres south of Ottawa’s downtown core, totalling approximately 188 hectares/465 acres. The site is bound by the Rideau River to the north and west, Data Centre Road and Sawmill Creek to the east, and Brookfield Road to the south. Property owners on and adjacent to the study area include the Government of Canada, the National Capital Commission, Health Canada, Canada Post, the City of Ottawa, and CN Rail.

We extend our respect to all First Nations, Inuit and Métis peoples for their valuable past and present contributions to this land. If you didn't get a chance to join us in person during the master planning workshop, or would like to add to what you may have already contributed, the project team is pleased to offer you an additional opportunity to provide feedback. This interactive activity can be completed at your leisure and at your own pace until January 15, 2024, at which time an ‘As We Heard It’ report will be compiled highlighting the engagement findings and published thereafter.
These public workshop style meetings specifically focused on the Confederation Heights Master Plan potential concept options for redevelopment of the approximately 188 hectares (465 acres) of federal lands.

After completing two years of study, conversations, consultations and engagement, Canada Lands Company and Public Services and Procurement Canada are now ready to present three draft master plan concept options for Confederation Heights. The partners are hosting an in-person workshop for the community and the public to review and discuss the three options.
Space is limited, register early.
To accommodate your schedule, this in-person meeting will be held twice in one day:

If you can’t join us in person, you can go to our website and provide your input though an online activity, which will be available shortly after the workshop.
What to expect
The project team will present three draft concept plan options that have been developed over the last two (2) years with input from many stakeholders.
The purpose of the in-person workshop is to get input on the three options. All input received from you and other stakeholders will inform a preferred final draft concept.
Working towards a final Master Plan
Next steps for the Confederation Heights project team will be to piece together the draft final master plan that will be presented at a follow up public information meeting anticipated for mid-2024.

In order to accommodate your schedule, this virtual bilingual meeting will be offered twice:

The purpose of the meeting is to present the Vision and Guiding Principles for the site followed by a facilitated ‘big ideas’ workshop discussion that will assist the project team in developing our design approach for the lands.
The goal of the master plan is to transform the site into a mixed-use, transit-oriented, sustainable community.
In terms of an agenda, we look forward to discussing the following topics:
Where we are to date in the process
Presentation of the Vison and Guiding Principles
Facilitated workshop, an exchange of aspirational ideas for the site
What happens next
This is the second meeting in a series of opportunities for you to provide input into the Confederation Heights Master Plan. Canada Lands and PSPC will reflect on the feedback received as the process moves forward.
At the workshop facilitators will ask you the following questions:
Picture Confederation Heights in 30 years. What does it look like and what does it offer?
What types of uses and amenities would you like to see and where would you like them to be?
What type of buildings would you like to see?
How do we improve connections to and from the site? As well as within the site?
How important is sustainability to you and what would you like to see in the master plan?

We received many excellent submissions last fall to participate in our Public Advisory Committee — thank you to everyone and every organization that applied!
We are pleased to advise that we’ve completed our selection process for our Public Advisory Committee. The group includes diverse members with a range of knowledge and expertise. We look forward to working with them and benefitting from their perspectives as we move forward toward a new vision for Confederation Heights. The report is a summary of all the feedback and input we’ve received so far from you and other stakeholders.
Your comments will help us develop a vision and guiding principles for the site, and shape the emerging ideas for the master plan.

We’ll be hosting two bilingual sessions and the same information will be shared at both meetings.
