The Master Plan will establish a vision for the site, which is expected to transition over the next 25 years from an automobile-oriented federal employment hub into a mixed-use, sustainable community.
About the Partners
Canada Lands Company is a self-financing federal Crown corporation that specializes in real estate development and attraction management. Its mission is to obtain the best economic and community value from former government properties and the management and operations of certain attractions such as the CN Tower and Downsview Park in Toronto, and the Montreal Science Centre and the Old Port of Montreal.
Public Services and Procurement Canada (PSPC) is responsible for managing office space for federal departments and agencies across Canada. Its portfolio currently includes a significant portion of lands and buildings in Confederation Heights.
Objectives of the Master Plan
The current City of Ottawa Confederation Heights Secondary Plan is approximately 25 years old and requires an update to ensure that it meets the needs of a growing city. The goal is to turn Confederation Heights into a complete community that provides amenities, connections, housing, and employment that will appeal to a wide and diverse population.
The area’s history and context, including proximity to the Rideau River, National Capital Commission parkland, and planned public transit infrastructure will shape the master plan and address aspects such as land uses, building heights, densities, site design, sustainability, housing, parks and open space, heritage considerations, as well as pedestrian, cycling, transit and vehicular connections and wayfinding.

Confederation Heights is currently a federal employment area located approximately five kilometres south of Ottawa’s downtown core, totalling approximately 188 hectares/465 acres. The site is bound by the Rideau River to the north and west, Data Centre Road and Sawmill Creek to the east, and Brookfield Road to the south. Property owners on and adjacent to the study area include the Government of Canada, the National Capital Commission, Health Canada, Canada Post, the City of Ottawa, and CN Rail.

Next Steps
Canada Lands Company has worked to keep the community informed about the Confederation Heights redevelopment through public engagement activities that began in November 2021. Throughout this period, community members and stakeholders have been able to share input during both the master planning process. The Final Draft Master Plan, presented at a public Open House in January 2026, reflects this work and will help guide the long-term development of the area. Since 2025, the City of Ottawa have joined these public engagement activities, allowing for community members and stakeholders to provide feedback to the secondary plan process.
As the project moves into the municipal approval phase, the City of Ottawa will now be leading the next steps for the Confederation Heights Secondary Plan.

This survey can be completed at your leisure and at your own pace until February 6th, 2026, at which time an ‘As We Heard It’ report will be compiled highlighting the engagement findings and published thereafter.
This final feedback will be carefully considered and incorporated, where appropriate, into Canada Lands Company’s Final Master Plan. The Final Master Plan will inform the City-led Secondary Plan for the area, expected to be considered by the Planning and Housing Committee in May 2026, followed by City Council in June 2026. Canada Lands Company and the City of Ottawa will be jointly hosting a drop-in session to review the Final Draft Master Plan for Confederation Heights – which has been shaped by community input to reflect a shared vision for this exciting mixed-use redevelopment.
Public engagement regarding the redevelopment of Confederation Heights began 2021 and included the general public,stakeholders, the project’s technical and public advisory committees, a close collaboration with Public Services and Procurement Canada and more recently working with the City of Ottawa,that has now led to the Final Draft Master Plan. Canada Lands Company has also worked closely with local elected officials to ensure alignment with community needs.
The session will also allow participants to review the City of Ottawa’s Secondary Plan draft policy directions and to learn more about next steps.

Canada Lands Company and the City of Ottawa invites the community to an interactive workshop to review and discuss the draft master plan for the redevelopment of Confederation Heights.
About this event
After concluding a review and analysis of the three concept options presented in November 2023, and with the help of several consultation opportunities with the general public, various stakeholders and the National Capital Commission, Canada Lands Company has prepared a draft master plan and has begun working with the City of Ottawa as it launches a Secondary Plan for the Confederation Heights area.
Participants at this workshop will review the draft master plan and learn more about the City’s Secondary Plan process and how their input will help inform a final master plan, anticipated to be presented to City Council in 2026 in coordination with the City-initiated Secondary Plan process.

Since the launch of the collaboration project, Canada Lands Company and Public Services and Procurement Canada (PSPC) have been working towards a new vision for the site by engaging stakeholders, Indigenous communities and the public to realize its potential. Part of this work included PSPC determining its future at Confederation Heights as part of the government’s portfolio reduction strategy. After careful analysis, the government has decided to significantly reduce the federal employment footprint at Confederation Heights resulting in additional land available for housing.
With these decisions made, Canada Lands will now take the lead in finalizing the Master Plan for the site. The Company is using various tools to expedite housing development, including collaborating with the City of Ottawa and the National Capital Commission on the Master Plan and Secondary Plan approval processes in parallel.
Looking ahead, Canada Lands’ priority at Confederation Heights is to enable housing and other uses as quickly as possible. The first phase of development will focus on parcels that are most easily developed for housing. For more information, the Frequently Asked Questions page has been updated. Canada Lands looks forward to continuing community engagement this spring and summer as the project progresses.

Welcome to the Confederation Heights newsletter. We hope you are enjoying the summer sun with friends and family.
As work continues to create a preferred Master Plan concept option for Confederation Heights, the project team would like to provide you with some updates since presenting the three draft concept options to the public late last year. Here is a summary of activities.
Optimizing the Federal Real Property Portfolio
Public Services and Procurement Canada (PSPC) is developing a long-term plan to optimize the space under its responsibility, lower operating costs and reduce greenhouse gas emissions. The aim is to reduce the PSPC-administered office portfolio by 50% over the next 10 years.
PSPC already declared two federal buildings at Confederation Heights as surplus to the Government’s needs: the Sir Charles Tupper Building and 1500 Bronson Avenue. Recently, 875 Heron Road, another federal building at the site, was added to the list of surplus buildings for disposal.
PSPC continues this work with the expectation that additional buildings will be identified as surplus in future, which may include other properties within Confederation Heights. The project team will keep you updated.
The feedback that the project team has and continues to receive is incredibly valuable and informs much of the work that is being done towards a preferred Master Plan concept option. This feedback comes from the public, the consulting team, the Public Advisory Committee, the Technical Advisory Committee, stakeholders and approval authorities.
Since the fall, the team has completed technical analysis on the three concept options in collaboration with an interdisciplinary team. This analysis considers urban planning and design best practices, landscape architecture, ecology, heritage, sustainability, transportation, accessibility, and wayfinding among others. The analysis conducted is done through the lens of the project’s vision and guiding principles, with a goal of identifying which elements from each option best achieve the overall Master Plan vision.
Following the workshops last fall, the team has been engaged further with various stakeholders, including Carleton University, the RA Centre, Health Canada, National Capital Commission, and the City of Ottawa. Additionally, as we consider social equity within the Master Plan, we are pleased to be integrating our consultant retained to establish a social equity strategy for Confederation Heights.
With the Federal Budget 2024 highlighting CLC’s important role in helping to provide much-needed housing in Ottawa by getting federal lands such as Confederation Heights ready for development, the project team anticipates being able to present a preferred Master Plan concept option to the public in late fall 2024 or early 2025.

Working towards a final Master Plan
Next steps for the Confederation Heights project team will be to piece together the draft final master plan that will be presented at a follow up public information meeting anticipated for mid-2024.
