Welcome to the Tunney’s Pasture website where you can stay informed on how we will be bringing the vision for Tunney’s Pasture to reality. Here you will find information on:

The Tunney’s Pasture site (121 acres/49 hectares) is bounded by the National Capital Commission (NCC) parkway and Ottawa River to the north, Parkdale Avenue to the east, Scott Street and Light Rail Transit to the south and the Champlain Park community to the west. There are 17 buildings on the federal government employment campus, serving various departments including Health Canada and Statistics Canada.

Public Services and Procurement Canada (PSPC) is responsible for the strategic management of Tunney’s Pasture, and is collaborating with Canada Lands Company (Canada Lands) to realize the site’s transformation as envisioned in the Tunney’s Pasture Master Plan.


Over the long term, Tunney’s Pasture will be transformed from a single-use employment centre into a vibrant transit-oriented and sustainable mixed-use community that is integrated with surrounding neighbourhoods, while maintaining a strong federal presence.


Inspired by strong Guiding Principles, here is a list of some of the great things to come at Tunney’s Pasture over the long term:

  • new housing that delivers on the city’s needs and meets requirements for affordable housing
  • a connected, sustainable and complete community that makes full use of public transit to create walkable neighbourhoods
  • a reimagined federal footprint that supports federal workers, while considering climate change, effects of the pandemic on office accommodation requirements, and the need to create efficient workspaces
  • new green and open spaces that provide connections through and around the site as well as to existing communities and the Ottawa River
  • opportunities for shared amenities, including shopping, recreation and others for residents and workers
  • a modernized and environmentally friendly district energy system for heating and cooling
  • a commitment to ongoing engagement with Indigenous Peoples, residents, communities, and stakeholders

PSPC and Canada Lands are currently working diligently to develop a plan on how the vision of Tunney’s Pasture Master Plan will be realized over the long term.

    The application period is now closed. We are currently reviewing applications and will reach out to selected candidates shortly.

    Until August 26, organizations and individuals that represent community interests are invited to click on the CPG application form tab to apply to take part in a new Communities Perspectives Group, whose role will be to ensure a variety of interests and perspectives are considered throughout the redevelopment phases of the non-federal development blocks at Tunney’s Pasture.

    CLOSED: This event has concluded.

    Registration is now open for two virtual workshops to share information and gather the public’s input on the transformation of Tunney’s Pasture.

    At these virtual workshops, participants will be asked to help Canada Lands and PSPC develop community values that reflect the community’s vision for this future mixed-use development, and current views on things such as climate change, affordable housing, and community building in a post-pandemic Ottawa.

    These community values will complement the guiding principles already included in the Tunney’s Pasture Master Plan.

    Two identical bilingual virtual workshops are planned:

    Register for May 25, 2022 / 6:00 to 8:30 pm

    Register for May 26, 2022 / 1:00 to 3:30 pm

    *As space is limited, please register early. To allow as many people as possible to participate, please register for one session only.

    Thank you for visiting our site and taking an interest in this project! We look forward to sharing information on our progress and to hearing your thoughts as we refine our plans.

    But first, a quick project recap and update.

    Since the Tunney’s Pasture Master Plan was approved in 2014, PSPC has completed a number of studies, as well as detailed analyses of the site including heritage, requirements for federal office needs, changes in the real estate market, open and green spaces, sustainability, accessibility, transit-connectivity and many other factors that make up a dynamic, thriving community. PSPC has also been busy planning for future accommodation needs and preparing the site for the implementation of the Master Plan with the demolition of three buildings.

    In 2019, PSPC partnered with Canada Lands to deliver the vision of Tunney’s Pasture as a federal employment centre integrated within a mixed-use, sustainable, transit-oriented community. By 2020, the team was prepared to present the plans for the Master Plan’s implementation. Then everything changed.

    The pandemic has required the team to take a step back to review how to deliver on the vision outlined in the Master Plan. For example, the Government is currently assessing its federal office and accommodation needs and the evolving post-COVID work environment to support its high-performing public service. This work is ongoing.

    In addition to the pandemic’s realities, the team is also considering other recent developments, such as the Government of Canada’s Greening Government Strategy, Reconciliation, and the City of Ottawa’s new Official Plan and Scott Street Secondary Plan.

    Once the team has refined its assumptions and incorporated these new realities into its project plans, including the timelines for the various phases of development, we will come back to the community to share this information and to gather further input on specific aspects of the development such as public and green spaces, residential components and amenities on parcels that are surplus to government needs.

    The project team met with Executives of the Tunney’s Pasture surrounding community associations and Business Improvement Areas on December 14 to provide a detailed update on the project’s evolution since the Master Plan was approved, the next steps in its implementation, and the approach for engaging with the community moving forward.     You may have noticed some activity at Tunney’s Pasture.

    It is related to the Energy Services Acquisition Program (ESAP), a project to create energy efficiencies and reduce the federal government’s carbon footprint.

    PSPC is in the process of modernizing the energy centres that provide heating for 80 buildings and cooling for 67 buildings in the National Capital Region, including those at Tunney’s Pasture.

    As part of this project, a new clean, state-of-the-art energy centre is being built at the northwest corner of Tunney’s Pasture. This modern facility will replace the aging heating and cooling plant currently located on Tunney’s Pasture Driveway.
